The proposed Universal theme park and resort in Bedford has reached a significant new milestone, with planning permission now granted by the UK government.
Universal Destinations & Experiences confirmed that the Ministry of Housing, Communities and Local Government (MHCLG) has approved the project through a Special Development Order, marking another major step toward construction of the company's first European theme park.
The approval allows the project to move forward, subject to a statutory parliamentary review period. Universal described the decision as an important milestone in the development process for the large-scale entertainment resort.
With planning permission now secured, Bedford is set to become home to the first Universal-branded theme park and resort in both the UK and Europe. The project remains one of the largest proposed entertainment developments in the country, with Universal projecting:
- Around £50 billion in direct and indirect economic benefit
- Approximately 20,000 construction jobs during build-out
- About 8,000 permanent jobs once the resort becomes operational
- Roughly 80% of roles expected to be filled by local workers
The resort is also expected to support major transportation upgrades, including expansion of Wixams railway station and new direct slip roads from the A421, improving access to the site and the surrounding region.
In a letter dated December 16, 2025, Page Thompson, President of New Ventures for Universal Destinations & Experiences, thanked both national and local stakeholders for their involvement and support throughout the planning process.
Universal noted that while additional steps remain, including parliamentary review, the planning approval represents meaningful progress toward delivering the resort. The company also emphasized the level of engagement received from Bedford and nearby communities during the process.
Universal said it plans to begin sharing more detailed updates in the coming months, including information about job opportunities and how local businesses and suppliers may be able to work with the project as it advances. Construction is still projected to begin in 2026, subject to completion of remaining approvals.
