CFTOD Filing Shows Layout of Monsters Inc. Coaster and Electrical Service Yards at Disney's Hollywood Studios

A new document released today by the Central Florida Tourism Oversight District (CFTOD) provides a public look at infrastructure plans for the upcoming Monstropolis expansion at Disney's Hollywood Studios.

Listed as Agenda Item 7.5 in the CFTOD Board of Supervisors meeting materials for October 24, 2025, the report outlines a Developer Agreement for Construction of Electrical Infrastructure to Service Project L - likely the internal designation for the Monsters, Inc.-themed land currently under construction.

According to the report, Walt Disney Parks and Resorts U.S., Inc. (WDPR) will design, permit, and fully fund the construction of new electrical infrastructure to support Project L, including:

  • An electric service yard
  • An underground duct bank and directional drill system
  • Three separate service yard areas adjacent to the main development

The document details the layout of the electrical system and includes faint plans of the new Monsters, Inc. coaster - situated in the former backstage parking lot behind the previous Muppets Courtyard.


The agreement also grants CFTOD a permanent easement over the Disney-owned property to allow for future operation and maintenance of the infrastructure. Once completed and approved, ownership and ongoing management of the utility systems will transfer to the District.

The release of this document offers an interesting look at behind-the-scenes development work supporting a major new themed land.

The buildings in the first couple of concept arts looked very similar to the Muppets courtyard buildings and facades with very little differences. The amount of stripping they are doing to the buildings right now is leading me to believe we will be seeing pretty different concept art with a lot more details and things going on, maybe at D23

Anyway, I'm very pleasantly surprised at how fast things are moving here. They obviously wasted no time getting rid of Stage 1, and it seems like everything is on the same page timeline-wise. As much as I'll miss Muppets Courtyard and Stage 1, having that space open is going to be a game changer.

Given the building envelope failure that occurred several years ago at Keystone Clothiers it makes some sense. The ECV impact accelerated a building envelop failure that had been slowly progressing for years due to a design shortcoming. Even without any concerns that incident might have raised, an exterior building needs to have a continuous drainage plane to move water down and away from the building. In these types of buildings that is located behind the exterior finish that we see. Because of how the whole assembly works you can’t really just cut into the facades without impacting that barrier. Part of what took the Keystone Clothiers work so long is that it had to be precise and meticulous so that water was properly directed otherwise you’d just be created a similar failure. Everything has to overlap so water is directed down and out. You cant overlap bottom over top or do butt joints because this can trap water or allow deeper infiltration. Depending on what needs to be done just ripping things off can be faster. Waterproofing is a major concern, but there are also secondary issues like the weight of items being added.

Yeah, it's so interesting to see these city-themed facades removed to be replaced with city-themed facades more themed to Monsters. I'm glad they're not just replacing/repainting. Still going to be very hard to shake the Muppet Courtyard look, though; pretty sure I'll always see it as that.

It could be far gone, or it could be right around the corner again, we can't be sure because everything is relative and no observational evidence counts.

They tell you when things occurred and that’s it. They don’t tell you schedule or pace, especially with how different project delivery processes can be employed. Testing isn’t a milestone that is consistent across projects, even if the same ride system.
