Fountain of Nations remains under refurbishment

It was expected that the Fountain of Nations refurbishment would be completed in time for the Flower and Garden Festival, when traditionally, everything in Epcot is looking it's best and all construction walls are removed. The Fountain still remains walled off and under refurbishment. No information has yet to surface about what work is being done since the walls initially went up on January 17 2009. Does anyone know more?
